Ok, so while I still think the monster's resistance/immunity/vulnerability is a poor way to approach "balancing" spells in the game, as I think it damage types should be agnostic.
Not really - a lot of the reskinning is from Fire to something else. If I reskin something from fire to force, it's going to be exceptionally overpowered unless I make other changes (damage dice decrease, radius, etc.). On the other hand, Fire to Cold - not as big as an issue, because when compared to monster resistances/immunity, it's on the same page.
