Let me start off by saying alignment is not nearly as cut and dry as people like to think. The alignment system in and of itself is broken due to it's lack of flexibility. No person is ever good all of the time nor is any person evil all of the time. Lawful for example is described as following a specific doctrine of laws or morals that the character decides upon which are typically the laws of the land.
At the same time Devils are Lawful Evil and have little to no problem with murdering or torturing people, which are against the material laws. This is because the laws that they specifically are bound to are both their own doctrines that they set upon themselves and the cosmic law of how they have to maintain balance.
By this mentality, a completely chaotic person could be considered lawful because they set upon themselves a strict code that they are required not to conform to what others demand of them. This scenario makes them both chaotic and lawful because although their behavior is indicative of a chaotic person that same behavior is done through a strict code that they abide by.
Long story short, alignment is moreso intended to give you an idea of your characters general outlook on life both morally and legally therefore any creature or character could be any alignment and regardless of what their alignment might be is not restricted from behaving in any particular way.
