My interpretation is that they have to be laid adjacent to you. If you threw them, they'd scatter too much in mid-air and be too far apart to be effective.
I’d let someone try. And the farther they’re thrown the harder the DC. Say 5 feet is automatic, and then DC 5 for 10 feet, 10 for 15 feet, etc.. Using the improvised weapons rules.
This is also a valid question in terms of whether a familiar could fly around and dump a bag of caltrops in a space (which my Arcane Trickster has done in the past) and would that count as the caltrops being effectively deployed?

"A familiar can't attack, but it can take other actions as normal." So RAW they should be able to do it. Depending on the anatomy of the familiar I can see it being difficult to spread them evenly. I would probably allow it for most familiars

I had a question pop up about caltrops, can they be thrown or is it putting it right in front of the of the PC?

Most groups I've played with ask for a dex check to determine where they land (distance, square you aimed for or somewhere less useful).
