Resistance and vulnerability can coexist, so a creature affected by both would take normal damage. Multiple instances of resistance or vulnerability that affect the same damage type count as only one instance.
This is valid also for immunity, but the coexistence of immunity and vulnerability makes the immunity override the vulnerability.
The game even gives an order of operations for how to properly apply modifications to how much damage is dealt.
The rule text can be seen here, but basically says you do (anything not labeled the next two terms) first (immunity falls in here too), then 1/2 for resistance (remembering to round down), then double for vulnerability.
So in the case of hallow making a normally resistant creature vulnerable, they end up taking normal damage on even damage rolls, and 1 less damage on odd damage rolls (because of the rounding down of resistance happening before the doubling of vulnerability).
And in the case of the creature being normally immune, well, they still are because the immunity reducing the damage to zero happens before vulnerability can double anything.
