Then I would say it is "fair" as it isn't against the rules and there's not really any expectations to have magic items. But you can feel free to throw in your opinion or even set up and run your own battle sim with magic weapons.
Its the DMs world, they are setting the conditions for the engagement. If you didn't want to play without magic items you could express that. If your character needs to be changed a bit after you discover the DM isn't allowing any magic items then the DM should allow that too since you weren't aware of the premise of the scenario ... this should all be discussed in session 0 - what house rules are in play, general nature of the world and campaign since as characters in that world you would know these things. If your characters would know that there are no magic items then they would have advanced or progressed themselves so as to minimize the effect of this limitation on their ability to interact with the world.
However, it is not unfair for the DM to have such a world, it is just better for him to tell you in advance.
In addition, in 5e, you never have as many magic items as you like. Many magic items, including the more powerful ones, require attunement. All characters are limited to at most three magic items requiring attunement (at least RAW). As a result, you never have 5e characters with as many magic items as they would like unless the DM intentionally house rules it.

In 5e, magic weapons are not necessarily for sale at any cost. Quite possible for a DM to run a world where magic items are nonexistent or at least quite rare (can't be bought for mere money).
Are you more used to previous editions? From what I can gather, in 4e, getting magic items was part of the "normal progression" for a character, you'd be expected to have a +1 magic thing at a particular level, a +2 at a different level, etc. I haven't played it but that's what I gather from hearing about it. In 5e, there's no such assumption - magic items are completely optional to give out at all.
Ask the DM about why he does not allow magic items in his realm. It is possible to have magical creatures in the realm but with no ability to enchant. Might be some part of the back story or it's just not possible in his world! It's up to him to decide really. Otherwise he might be against the whole 'resistance to damage except magic weapons' - meaning with everyone having a normal weapon means you have no way of getting an easy kill unless a spell caster in your team is capable of casting magic weapon.
Battle Brothers is a game that comes to mind where there are essentially no magic weapons. There are heirlooms of a past era or belonging once to a great hero but the abilities of them are very minor and only provide your men with some passive buff or a slight increase in damage. The game was made to be hard and using only standard non-magical weapons was a give. I'd say what your DM is doing is for a solid reason.
And if he is running a battle simulator then it's possible is he just testing the waters to see how powerful a party of level 20's can cope. If all of this is happening I wouldn't take it too personally.
