Based on the definition of encode, convert (information or an instruction) into a particular form, I would say that it is removed and turned into the ribbon. Great for espionage. What do you think?

No, I don't believe that you lose the memory. That would make sense if the thought strand was infinite, but it's not, so DMs shouldn't do that unless they change the duration.
So, it just creates a copy. However, you can also use detect thoughts and modify memory with it, meaning that you could use it to create secret instructs, pass along someone else's secrets, or allow you to explain something perfectly by showing your or other's memory of it - all only readable by people with the spell.

I believe Encode Thoughts permanently removes the thought, but it does not affect related thoughts.
