The Warlock spell Arms of Hadar "batter all creatures within 10 feet of you" when you cast it. However, it says nothing about how high up the arms go. So I am looking for thoughts on the above scenarios:
1) Within 10 feet horizontal radius of the Warlock, there are 2 hobgoblins and a harpy. The harpy is 20 feet in the air. Does Arms of Hadar also strike the Harpy?
2) Within 10 feet horizontal radius of the Warlock, there are 2 hobgoblins and a harpy. The harpy is 10 feet in the air. Does Arms of Hadar also strike the Harpy?
3) A Halfing Wizard has been surrounded by 3 hobgoblins. Can a Dragonborn Warlock/Thief move to the Wizard, pick them up using the bonus action Fast Hands ability, cast Arms of Hadar and not injure the lifted up Halfing?
4) The Warlock is surrounded by 3 Sahuagin in the middle of the ocean within no land in sight and the sea floor is over 100 feet down. There a bunch of other Sahuagin within a 10 foot horizontal radius, but many are far below the Warlock. Would Arms of Hadar hit all of them, or just the 3 surrounding the Warlock?
RE: #2 - I can't see the sphere illustration, so I'm assuming that the Harpy would get hit by arms if Harpy is exactly 10 feet off the ground and within 2 squares of the Warlock, assuming grid-based combat maps. If the Harpy is anything over 10 feet off the ground, then no dice.
RE: #3 - Variation: If the Warlock picks up the Halfling and puts them in a Bad of Holding of 1 round, would that work for the Halfling avoiding Arms of Hadar damage?
RE: 2- Yes... but don't cry foul if GM says otherwise... as long as they're consistent. As said before, most will say yes, that hits. The DMG suggests that it should.
RE: 3- Yes, the bag of holding's interior is a pocket dimension, which would not be part of the AoE.
You don't need Fast Hands to pick someone up and still use your action for a spell. In fact Fast Hands doesn't allow you to do that at all. It only cares about objects, not creatures. As far as I'm aware, there's no explicit way to pick up a friendly character in combat. If you're a horse, like maybe you used Wild Shape to become a horse, then they could mount up on their own turn, but even then, that's not something YOU can do to pick them up. They'd have to do it on their own.
The upside to this is that movement speed still matters. Having one party member with a very high speed doesn't just allow everyone to be shuffled around freely. The downside is that it doesn't really seem to make much sense. 🤷

"within 10 feet of you" translates to - you are the centre point of a 10 foot radius sphere. So 10 feet in all directions.
The Arms of Hadar spell page even shows the sphere in its Range.

Nope. The duration is "instantaneous".
