Spellcasting is only a default to certain classes and subclasses. Wizards, Warlocks, Sorcerers, Clerics, Druids, and Bards get spells by default, as do Paladins, Artificers, and Rangers (although their spells are more limited in those classes) Fighters, Rogues and Monks have subclasses that grant spells (If you like rogues, the Arcane Trickster subclass is the main spellcasting version you might want to look at), but those subclasses don't kick in until level 3, and most of the other subclasses don't get much in the way of spells. Barbarians don't get much in the way of spells at all (they don't work with their signature ability 'Rage') although a new subclass that is coming might change that.
Outside of class, certain races (Tieflings, etc) get a small number of racial spells, and certain magic items (wands, staves, rods, etc) may allow you to cast spells as part of their effects, and certain feats (magic initiate) allow spells, but thats the basics.
Basically, if you are playing a Half-Elf or Human Rogue, unless you take the Arcane Trickster subclass at level 3, you will not gain spells by default, unless you find a magic item or take a feat (at level 4) that allows that.

Whenever your class description says you gain the ability to cast spells. If you're playing a Rogue, you would only gain the ability to cast spells at Level 3, and only if you chose the Arcane Trickster subclass.
If you read the section of the rules for your class, it will tell you everything you need to know about when you get each of your abilities.
