One time, during OotA, to deal with a group of minotaurs, my wizard put Phantasmal Force on one to make it think the square next to it, rather than being occupied by another minotaur, was actually occupied by a larger than average gnoll attacking it while chanting "Yeenoghu!". The plan worked, and I got them fighting each other. That said, if Bob the Fighter were to realize what you were up to and leave the area of "Bob the Beholder", the cleric probably wouldn't attack the fighter. Actually, without using AoE, I'm not sure he could fight him either way unless you are able to make the illusion match it's movements perfectly with that of another creature who isn't going to cooperate. Why would Bob the Fighter take up an aggressive stance that you want Bob the gnoll to take up? Without that match up, the cleric isn't swinging at Bob, he is, in practice, swinging at an invisible Bob that he doesn't realize is actually there, but Bob probably does realize the Cleric is there.
As for being believable, they can usually see you're a spellcaster. They might assume you conjured the creature they're fighting.

I would say no. You would have to employ an additional bit of trickery, e.g. Bob walks behind a tree and you make a beholder float out from behind the tree. Phantasmal force creates the appearance of something - it doesn't change the appearance of other things. In other words, the spell wouldn't make Bob disappear, he'd still be there and Derek would see him and the illusory beholder. Just my humble opinion.
Can Phantasmal Force be cast to make Bob the Fighter look like Bob the Beholder in Derek the Generic Cleric's mind.
