Not loading, but I allow characters to fire a crossbow while prone without disadvantage too.
There's nothing in the loading property or the prone condition that stops anyone from loading a weapon while prone though. Do you mean that if they do load they get disadvantage but if they've already loaded it they don't? That would be weird though because loading a crossbow (as per the ammunition property) happens as part of the attack.

The crossbow bit would be GM call. light crossbow loading while prone maybe. Heavy crossbow prone, probably not. However, the rules don't prevent you from loading a heavy crossbow (or even a musket) while prone. Maybe because the loading process is awkward and you have to rush your shot, that's why you have disadvantage.

I've had a DM in the past rule that a (well crafted) Blowgun, when used to make Improvised Weapon Attacks in melee, resembles a Quarterstaff enough to use that proficiency and have those weapon properties. That was sufficient to make it a very attractive weapon indeed, for my Kensai Monk specializing in Blowgun and Quarterstaff.
You know what? A blowgun fits the description of a staff pretty easily, I’d go ahead and let anyone with a large enough blowgun also use it as a quarterstaff.
