My campaign has a scythe wielder in it. Albeit, his scythe is a magical weapon. Based on how a scythe is used, I believe it should be Heavy, Two handed. To give it more flavour what I have done is allow the scythe to attack a cone (front left, in front of him and front right). The scythe wielder can hit 2 adjacent creatures per attack as long as both creatures are within 5 ft of the wielder and there are no obstacles between them. Attack rolls are made against both creatures but damage is halved against the second creature.
I have gone this route as scythes requires wide swing to be utilised and it makes sense it would cleave a second creature. If you want a more Dex based grim reaper, I suggest small hand scythes.
