So.. to put it simply, Is the Dovah language (Or any other names for the Dragon language of the game Skyrim) the same as the Draconic or Aragrakh language of d&d, or are they two completely different languages because of the different "universe"? But to put into context without a campaign but in general of the Dragon language itself.

if you want Dovahzul to be the same Draconic as in DnD, then do it. but because Skyrim (and the rest of Nirn) is not within the DnD multiverse, it would by all technicalities be fundamentally different.
...but to be honest, since we don't have many canon examples of Draconic in DnD and those we do are almost unintelligable (*looks at suggested names for Dragonborn clans*), I would almost beg for Dovahzul to be the official language.

dragons speak it so for the most part yeah only the lore and flavor of the language change not the mechanics.

Iokharic is the script name of the Draconic language in D&D and uses this for its alphabet and numbers. The Forgotten Realms Wiki has the alphabet.
