Hi, I am new to DnD 5e, and I have a lore question.
The broad question is in the title. I'm asking this because I'm looking to create a BBEG that is coherent with established Forgotten Realms lore.
The idea would be a power-hungry mage that creates demiplanes in which he imprisons and has people tortured to glorify the godess of pain, Loviatar, so she would grant him more power.
The bad dude being a mage I wondered if it is possible for gods to grant spells of a level the character couldn't cast otherwise or some resource similar to sorcery points to enhance already-known spells?
Sure, why not? It's pretty much in the domain of "What does your DM think?"
Functionally, the challenge is "How do you balance this gift from the goddess?"
You could treat her granted powers like a magic item, or justify a multiclass shift, or something like the Dragonmarks in Ebberon, Supernatural Gifts and Piety from Mythic Odyssey of Theros. Or just throw things down and see what happens. The right answer is going to be whatever's best for your table.
I would say - not directly. You can't pray to Loviatar to have her make you a Sorcerer or Warlock. But she could have one of her minions, like an Erinyes or an intelligent/possessed whip or lash, approach you for a pact (e.g. Fiend or Hexblade.)
