Tiamat is the mother of chromatic dragons. A long standing fact. However, I was recently approached by a player that wanted to be a cleric of Tiamat's opposite. Of course: I immediately supplied them with Bahamut. The player then specifically laid out that they are aware of Bahamut and Tiamat's rivalry, but that wasn't what they meant. They want to be a cleric of the "mother of chromatic dragons".
Now, I know that I can just spin one up and have such a deity exist in my setting; but the player's question has got me wondering. I did research. Found all manner of origin lore for Bahamut, Tiamat, the draconic pantheon.... and the fact that metallic dragons follow Bahamut. But lore about the actual origins of "where do metallic dragons come from" is lacking and inconclusive.
Did such a "mother" figure exist? If not, how did they come to be?
Well, Bahumat and Tiamat were meant to be husband and wife by the elder gods or something, so it could be possible that they had a daughter who was good before that split up.
What you are looking for is lore on Io, the progenitor of dragon kind. Io is something of an Ur-Dragonic god from whom all the other dragons came from.

Right. But according to lore I've found, Io created the draconic pantheon, which in turn supposedly created dragons. But none of them in official sourse I've found are directly creditted for the creation of metallic dragons like Tiamat is for the creation of the chromatics.
For those unfamiliar with the history of Io, Bahamut, and Tiamat: Io is/was the draconic overrgod, who created the draconic pantheon, Bahamut and Tiamat among them. Tiamat murdered the eldest of Io's brood (Vorel) and tried to frame Bahamut for the crime. Io was not so easily fooled, and Tiamat was banished to Avernus. Many speculate that this is what started the animosity between the sibling deities.
Io was the the draconic god to the dragons. In what lore I have read and found is that Io was killed by a primordial that sliced him perfectly in half and the two sides of him formed Tiamat and Bahamut. Io was the creator of dragons and dragonkin, which includes dragonborns and kobolds. So to answer your question, there isn't a "mother of metallic dragons". Io was a powerful god that could create life so in a sense Bahamut would be the father of dragons and Tiamat the mother of dragons due to being the halves of Io. Bahamut just inherited the lawful good, and Tiamat inherited the chaotic evil sides of Io. Hope this was helpful and that you come up with what you're going to do.
