Awhile ago I was flipping through one of the sourcebooks and stumbled upon a section that talked about a Dead-Magic area. Basically within this area the weave is absent, and magic does not exist. Things like dragon's flight, spells, or any other magical based feature does not work. This got me thinking, within an area like this would Psionics stop working too? I don't know what sourcebook it's in.
I think you have to say no. Psi Warrior and Soulknife are pretty consistent differentiating psionics from spell casting. I think your have to treat like you would ki points in a monk. Look that beholder right in the eye and let it rip.
By 3.5 rules psionics are not affected by anti-maggic effects and psionic UA for 5e repeated this principle, with a caevat that psionic effects that count as spells RAW would be affected by anti-magic. The reason is psionic power comes from within you, while magic is you manipulating the outside power. You can be cut from the Weave but the only way to cut you from the power of your own mind is to put you into a coma.
In practice this means a Mind flayer would still be able to do a mind blast, but not his levitation, detect thoughts and dominate monster.
