I actually have no idea, but it says a +23, not +17. I have no idea how I did it, but good luck to my players. And my bonuses to AC wouldn't even add up that high, plus, I know my way around DndBeyond - it says '+23' under the Intelligence Saves section to Intelligence Saves, not AC.
Edit - I just checked, I have a +1 in Saves by itself, and then another +6 due to items, meaning I have a +16 or +17 Intelligence Save Modifier without the items, but the items allow me to have a +23 modifier.

I was under the assumption that this was always the case no matter how high your modifiers might otherwise take you. In this case one of the most useful things might be to be a halfling and have:
Lucky
When you roll a 1 on the d20 for an attack roll, ability check, or saving throw, you can reroll the die and must use the new roll.
It has occurred to me now that I forgot to include a second artificer for Flash of Genus for a additional +5/+10 to a death saving throw. Now a max of 70.
