Also, if it’s just 'could a wizard do something tricky' then you can’t use nukes or guns, because they are using a firing pin to shoot anything, and nukes just use radiation and energy to do anything. In fact, by your logic, we should stop thinking about any explosives, guns and even flares because they are only a part of heat and it’s not a innate part of humans that they are born with, so it’s now about dragons against heat.

They could continue to spread distrust and hatred between one section of humanity and another until the number of remaining humans is small enough to completely poweless against the dragon and they will have no option to do act as its slaves or die.
At no point would the dragon reveal itself, it will be planting seeds probably via the internet. The Israili's will belive the Palistinains and Iranians are doing terrible things and need to be destroyed while the Palisitinians and Iranians will believe it is Israil that needs to be destroyed. The Russians will believe that the Ukraine leadership are fascists and for their own safety Ukraine needs to become part of Russia while the Ukrainians believe Russia is invading to take away their way of life and they need to fight to defend it. Maybe the ancient dragon is here and on its way to victory.

It allows the dragon to make a war get even worse, tell them to bomb another cult that they own in another nation that they have sour relations with and now you have a bunch of pissed off stupid humans who you can use to take down actual threats.

Meh, I’m pretty sure the opposite may also apply, they can’t wipe out 8 billion people in a few days, so they need time to get a bearing of their surroundings. But when they get in the flow they can be devastating as hell, entire dams and water supplies shut down due to a blue dragon blowing the place up and disappearing as a beetle. It gets worse for humans with some dragons having access to spells, which just helps make things more convenient, like wall of force being able to eat basically any attack that may be used, up to literal nuclear weapons. Teleport allows them to get 8 other buddies to any location on earth's gate as long as they have a object from there which they can get as a animal or tourist.
Look, it doesn't matter. Tell me your plan, and I'll pick it apart.
Fire? Well, all explosions are fire, but specifically, the most common anti-armor weapons burn at something crazy like 6000 degrees.
Sonic? Sonic is a stupid concept, but if a creature takes damage from thunder, I can guarantee you it takes damage from ordinary explosives too. But let's not go with that. Let's just go with flash-bangs and concussion weapons. We have plenty of those.
What's next?
You'd have no targets. Humanity wouldn't even realize a war with dragons had begun.
That's what is so comically hilarious about this scenario. Dragons can shapechange.
They're super intelligent. Have unbelievable senses. And charming as heck.
And can look like anyone they want to look like.
Modern humans have no chance to defeat this. None. We have no counters to shapechanging forces of nature.
Think about it. Even if one got caught, someone git suspicious or he did something that gave away he isn't who he looks like... that's still a freaking dragon. He'd just aoe all the witnesses and vanish, shapechange as someone else and try again.
What's really crazy, is it might only take one dragon to win. Just one. But you up the ante to hundreds? Of all varieties? Dragons win by a landslide. Humans got no shot.

It is apparently so hard to program Aberrant Mind and Clockwork Soul spell-swapping into dndbeyond they had to remake the game without it rather than implement it.
Now let’s say that a tank does the same damage as a cannon, so 8d10 (,an average of 44), with a +6 to hit. Let’s put this up against a adult gold dragon, a gold dragoon has the AC of 19 and the HP of 256.
If we divide the hp with the average damage, the dragon can take 5.81 hits from a cannon. Round that and it can 6 point blank hits from a tank if all its shots hits. 6 x 6=36 seconds, so they can last more than half a minute. And that’s if all shots hit, since a cannon has a +6 to hit, it’s average is 16, leading to around a 35% chance of hitting the dragon, even less when cover is inevitable involved.
So simplified, let’s say 1/3 of all shots hit the dragon, this means that a adult gold dragon can last 18 rounds in combat with a tank if it doesn’t do anything like hide under cover or go out of range. It would last 1 minute and 48 seconds. Which is enough time for the dragon to do everything it wants and get out of there.

A dragon can invest in illegal risky investments because it has the muscle to enforce its contracts. So roughly 20% rate of return per year for $9 million profit. Likely in a tax free location. And long lived dragons do not have to worry about inheritance taxes. That is sufficient to buy a substantial business, an illegal organization, and/or politicians.
Environmental-political groups would lobby to classify dragons as a protected endangered species. Coincidentally, those environmental-political groups would be funded by dragons.
If dragons are the only source of magic, they are even more powerful. A dragon with Greater Restoration would have an instant cult. Plant growth, Reverse Gravity, even Prestidigitation have economic value, and hence economic power. And then there is Wish.
Even if dragons were targeted by human for extermination, they are useful enough that every large government/organization would attempt to keep a few. Imagine the gold stockpile at Fort Knox being protected by an Ancient Dragon. The government would let the dragon believe he owns the gold. The dragon would let the government believe they own the gold.
So why would they keep fighting anyway, since there really isn’t much of an incentive for both sides to eliminate each other that’s not ego or security. Maybe both sides are told that they will be wiped from existence to make sure they keep fighting until there is a single side victorious.
Also, would all the dragons just be teleported in from a single portal? Or would they be spread across the world depending on where they live, which would be more fair and prevent a single massive battle that favours the humans heavily.
Just because they wouldn't fight doesn't mean we can't answer a hypothetical question about who would win if they did fight. The question was asked, and yes it holds several assumptions, including that there is a fight.

Imagine the gold stockpile at Fort Knox being protected by an Ancient Dragon. The government would let the dragon believe he owns the gold. The dragon would let the government believe they own the gold.
So why would they keep fighting anyway, since there really isn’t much of an incentive for both sides to eliminate each other that’s not ego or security. Maybe both sides are told that they will be wiped from existence to make sure they keep fighting until there is a single side victorious.
Also, would all the dragons just be teleported in from a single portal? Or would they be spread across the world depending on where they live, which would be more fair and prevent a single massive battle that favours the humans heavily.

Just because they wouldn't fight doesn't mean we can't answer a hypothetical question about who would win if they did fight. The question was asked, and yes it holds several assumptions, including that there is a fight.
Edit: Oh and dragons would win this conflict. Hands down. All dragons vs all humans? Dragons.
