I think ... hey, maybe don't take this from me, my memory tends towards actually useless ... but I think mostly undead, elementals and constructs are actually immune. Which is a big 'ol chunk of enemies, in all respects, but I don't think they're particularly overrepresented in the underdark.

Did a quick check of monsters on the site filtering for poison resistance and immunity, and very little in the way of Aberrations, Beasts, Giants, or Monstrosities are resistant or immune to poison. That is to say, I searched within those categories and only had a handful of results. It's not an optimal feat, but you shouldn't be constantly hearing "they're immune to poison" if you're mostly encountering Underdark denizens.
A lot of them have good to excellent Constitution Saves, though, which will negate the feat's Potent Poison on a regular basis.
In general, any ability that costs to activate and can be negated by a saving throw has to be amazing to be worth it, and I don't consider Potent Poison to be so- it's functionally Ray of Sickness with a capped DC and a monetary cost to use.

I'm aware of what types are broadly immune, but how many of those are going to crop up in the Underdark? Again, I specifically used the Monsters feature here to check for poison immunity among Aberrations, Beasts, Giants, and Monstrosities, which are what make up most of the Underdark environment. Got a little over 50 hits, and a good third of those are Yuan-ti. Another 10 are unique creatures tied to a specific setting or module, and several more were common creatures but likewise setting specific. It's not a top tier optimized pick, but if it sounds good to the player they don't need to worry about constantly running into poison immunity from what I can tell.

I'd say that Poisoner is not a great feat in general because a poison damage build is not especially great.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
