Nothing comes to mind that lets you affect meta rolls like that; there's items and abilities that affect rolls that characters make, but rolls that the players make on random tables out of the scope of in-game mechanics to manipulate like that.
I think the wording of "a 5% chance" is done to make it clear features like portent do not apply even with the 2024 wording of "D20 test". It is not only not an attack roll, ability check or saving throw it gives the DM the option to roll a D20 or percentile dice.
As an aside, D&D is moving away from items that force you to change your alignment. If I choose to play a good character I would not want to suddenly find my PC is evil. While newer books don't have such items (I think) even the eye of Vecna implies attuning to it is a voluntary action "YOU must gouge out your eye and press the artifact into an empty socket" so I am not sure why you HAD to have your eye replaced.

In our last session, I had to have my eye replaced by VECNA‘s eyeball.
The risk of vecna taking over my character is 5%, when I fast one of the spells come with the eye.
Of course I also want to use the advantages of the eye (spells)
Now my question: is there a magic item I can use to make the DM reroll his dice roll?
I think I once heard of such an object.

As I said, it's a long story.
I had the choice of loose it or having it inserted.
Our long-term goal is to destroy both artefacts. And losing the eye was not an option.
But I also didn't want to become neutrally evil wasńt what I wanted
This is something you need to address directly with the DM then, not something where you look for gameplay workarounds.
Ask your DM to change it from a 5%Chance to a DC 10 save (Wisdom?).
Now you can use a ton of options to increase your odds, and if you don’t, let the dice roll.
A Wish could do it.
