As you probably all know you get one stat point now in almost app feats, including half feats. These use to be called half feats since you need two points to get your score to really go up. Naturally, these feats usually either come in pairs or on odd numbered stats.
Because of this, do we actually want to see a 21 score from out Epic Boon Feats, or should we change it so that our scores equal 20 when we take them by utilizing more feats that give 1 point ability score increases?

I would personally say your DM is wrong. Epic Boons are not a feature of your overall character level, they are a class feature; you get an Epic Boon when you reach level 19 in a class. Before level 20, you can only receive one Epic Boon, and only if you reach level 19 in a single class; meaning if you do multiclass, you can only take 1 level in a second class. I know they're worded strangely in the Feats section; their only requirement is stated as "Level 19+." However, if you look at class features, "Epic Boon" at level 19 is different from "Ability Score Improvement" gained at other levels. I don't see why they wouldn't have simply allowed for a general Ability Score Improvement if you were meant to be eligible for more than one.
After reaching level 20, you can - feasibly - receive as many Epic Boons as there are available (12 total in the PHB), if you play long enough and earn enough experience, as you can - if your DM allows it - gain a new Epic Boon every 30,000 gained. experience after reaching level 20.
Well, your DM is definitely wrong about getting an Epic Boon at your 19th character level, because that's simply not true in any way. There are very few things that are character level dependent; cantrips improving is the only thing I can think of. Getting an Epic Boon at 19th level isn't a general character thing, it's specifically a class feature; if you go look at any classes feature list, you will see "Epic Boon" at level 19, because it's a class feature, not a character level feature.
That said, it is entirely possible to arrange getting an Ability Score Improvement (also a class feature) at level 19. You could simply take 15 levels of one class and then 4 of another, landing on that 4th level Ability Score Improvement at your 19th character level. You could also arrange it - through some finicky level choices - so that you land on an ASI at both level 19 and 20, though this would require you taking at least 3 classes. For example, you could take 12 levels in one class, then 4 in a second and 4 in a third, arranging the 4th level of those two multi-classes to land on level 19 and 20 respectively. Technically possible. However, this is where I would say that's bending the rules to the point of breaking, as far as taking Epic Boons goes. Yes, the only prerequisite written into Epic Boons is "level 19+," but given that "Epic Boon" is specifically written in as a level 19 class feature - rather than simply having another ASI at that level - I feel like the intent is very obvious; getting an Epic Boon is meant to be a reward for reaching 19th level in a single class.
