Do you mean with Two-Weapon Fighting? That requires melee weapons in both hands, not just light. The Crossbow Expert bonus action attack really only works with a single hand crossbow and an empty offhand, or with a thrown weapon and a hand crossbow.
Crossbow expert was actually intended to be used with a melee weapon and a hand crossbow, that isn't the most generally effective way to use it, but it definitely works with any one handed weapon.

It might have been intended differently, but given all the rules in play, the only ways it really works is with a hand crossbow and empty offhand, or hand crossbow and any thrown weapon in the other hand (since after attacking with a thrown weapon, your hand is free).
A 3rd level divine soul sorcerer ready the hold person spell, then cast it as reaction. They could then cast a 2nd level inflict wounds as their action and use a quickened fire bolt as a bonus action at point blank range (the paralyzed condition would remove the disadvantage). And, because of hold person and both spells being attacks, the attacks would crit, so twice the dice. They would do 8d10 necrotic and 2d10 fire damage for an average of 55 damage. This relies on the target failing the saves and them hitting the attacks but is still pretty powerful.
Quicken the Inflict Wounds, not the fire-bolt and then your good because of Bonus-Action spell rules.
For reference the ready Hold Person cast as a reaction works since your cast the spell when you ready the action, not when you release it so it's not effected by the bonus-action spell rules.
