It is infinite if you have enough time and Finger of Death and Simulacrum. You can Twin Simulacrum, then have infinite simulacrums, and you then go to a town and have the infinite simulacrums cast Finger of Death on some commoners, and then you have a ton of zombies.
For Wizards, you just need to be patient, have finger of death, a simulacrum, and Animate Dead and Create Undead, and be a Necromancer, and you can have well over 1000 in a year at level 20.

i would say if raw numbers is your goal then an multiclass 6 wizard 14 sorcerer might be good, partucularly divine soul.
twinned spell finger of death, availabillity to create undead via the cleric spell list so you can create wights, flexible casting for greater control of your spell slots and more spell resources overall, twinned spell finger of death for more permanent thralls per day etc etc, it is likely the best path for such an goal
i am not willing to do the math on optimal spell slot and sorcery point usage for this multiclass to support the greatest amount of thralls becuase i have better things to do, and as levirocks mentioned with finger of death you can create permanent zombies so the number is infinite anyways, but i am shure you could go for an really high amount

You don't even really need a special build if you can abuse simulacrum. Just cast it normally on yourself once, then have the simulacrum cast it on you using wish. You are now creating an infinite army of copies of yourself (after you long rest, the copies will only be missing their level 9 slot used to wish the cycle going).
Simulacrum aside. With create undead at level 8 and 9, you can make 5 wights each can create and control 12 zombies. That is 65 undead with 2 slots and little effort. Finger of death gets you 2 permanent zombies a day. If you can use the necromancer's command undead on a mummy lord, it can cast animate dead to create and control up to 29 zombies/skeletons. And a necromancer wizard can use animate dead with their 3-7 slots to make 78 zombies/skeletons.
Final count assuming 1 simulacrum (the copy does not get slots back so it will only be creating undead on last day) and 2 mummy lords (one for each of you), that is:
Totalling 339 various undead in about 2 days of prep (assuming you can get that many victims in that time) +2 per additional day. Easily 1000 in a year.

It depends on the wording of the feature. Compare divine smite with eldritch smite. One requires specific class spell slots, the other can use any spell slot. It should be pretty clear on reading a feature if the spell slots are restricted.

No "spell slots" is always used to refer to any slot which can be used to cast a spell. The only time they refer to slots granted by specific classes is when it says so (e.g. eldritch smite).
