Water Genasi Sorcerer (most likely Storm Sorcery)
Half Elf Bard (not sure what College)
seems like good choices, water genasi is perhaps not the best sorcerer race, but it certainly aint the worst
The Water Genasi's stat bonuses may not scream sorcerer, but for all we know they rolled well. And a Water Genasi STORM Sorcerer certainly has a lot of story/RP potential.

About as much as Air Genasi which would at least give a bonus to dex. However, if the bonus spells fit better... it's a toss up.

The player likes water themed characters - his last was a Triton. Which is funny my barbarian is 'ocean' themed too. I'm reskinning the Bear totem as "whale".
Unfortunately, the Lightning and Thunder damage cantrips are all melee cantrips. I guess Ray of Frost makes more sense thematically than Fire Bolt, Acid Splash, or Chill Touch. I could see Frostbite being his choice, but I'm guessing not. I don't think he will be tempted to choose Poison Spray, so that's good. That spell is kind of a trap spell, new people see the D12 and think that it's good, but they don't realize how much the 10ft range hurts, how often he'll run into enemies with poison resistance/immunity, or how much of a penalty it is being a con save instead of an attack roll.
I know that Thunderclap, Booming Blade, Lightning Lure, and Shocking Grasp have the Lightning and Thunder damage that might appeal to him thematically, but make sure to warn him about trying to play a more melee type Sorcerer. Of those four, I think Shocking Grasp is the only spell you should let him consider choosing. And please do make sure that he chooses either Ray of Frost or Fire Bolt as one of his four cantrips.
Edit: Chill Touch is a really good choice for a Sorcerer, but it just isn't thematic at all for a Storm Sorcerer, which is why I wouldn't recommend it.

yeah exactly, it has the con boost and the lore and a extra cantrip, ever forcing them to stop concentration would be hard

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes
