So in the Show he fits a bard so well and has a focus on controlling the undead raising them while also mixing some martial arts into his background... He is kinda my ideal necromancer and one of my favorites out of all fiction! So I was wondering how would you go about building him? here I will also provide some resources!
First off what I can say is he is Chinese and can control the undead through his flute which btw he plays very badly (it's stated by many characters that his playing is bad enough to cause a headache) and has basic martial arts level training in the show (basic in that world not in our world obviously). Would love to play a character who is kinda the scoundrel that plays pranks/flirts often not taking the future seriously and eventually grows to be more wise/mature and goes deeper into summoning his undead for combat! I was thinking Dense Mecabre is a good one I think that is how it's spelled haven't read it in months but it raises multiple dead in combat!
College of Lore Bard gives you everything you need: access to Animate Dead at level 6 with Additional Magical Secrets, his martial arts training can be shown by picking Expertise in Athletics and/or Acrobatics, Cutting Words also fits the headache-inducing flute-playing, and three extra skills is just generally good for making a mixed character type. All doable in 3-6 levels.

Bards can use a musical instrument as a spellcasting focus, so find whatever spell you need to emulate and take it as your second Additional Magical Secrets choice (and you get two more at lvl 10).
Alright thanks! I think it would be cool instead of going more vampire maybe make the character more attuned with spirits, so maybe he will go to funerals to put the spirits at ease and possibly have a inherent issue where spirits can inhabit his body speaking through him as he lets them... but maybe haunted by a powerful spirit with a darker intent for the DM to toy with and create more story narratives kinda like lohse in divinity original sin 2.
I'm just saying that if there's some oddly specific thing you want the game mechanics to allow without too much complexity, then Lore Bard is a great option for spellcasters. Based on your first post it seemed to fit his charisma. Whatever race or feats you add on top of that is gravy, and if you're going to homebrew features then anything goes.

That and love the new UA feat list that allows meta magic and invocations on non warlock/sorcerer classes!
