By the rules 5E, Initiative roll is a Dexterity Check. Nothing in the one D&D play test material out has changed that yet.
The definition of a d20 test requires a target number, so either initiative checks are not d20 tests or they've got sloppy wording (neither would particularly surprise me).
It's probably sloppy wording because Initiative is still an ability check as it is a dexterity check and ability checks are d20 tests, but it lacks a DC.

At the moment it is the same in One D&D until they release documents stating otherwise. It is another point of feedback I am going to give them regarding d20 tests.
