Spell components are part of the core. If any have V component, it is because is intended to give trouble if you want to use it while stealth, the same than S component is for the need of a free hand.
With this, some spells would require some update, i.e. Charm Person should remove the V component, to be like Friends, cannot get the point of clearly casting a spell in front of the person you want to charm, as is mostly a social related spell, well after the duration s/he will know that was charmed.
The reason Eldritch Blast was the best is it added Charisma damage twice.
One D&D version still does that so it's still the "best" Cantrip.
Hex only adding dmg to one helps fix the EB spam build.
I'm kind of interested to see the math on how having advantage on the next attack will effect the overall dmg of EB vs Firebolt on a post level 5 Tomelock. My intuition is that on targets with 18+ AC, the 2 will be real close and FB might edge out EB at some point...
