Before A monk would sometimes Burn through multiple resource points to successfully stun a target. (Legendary Resistances, saves vs a high DC save score) This can lock a target down and ruin a DM's combat. But this requires hitting a target and using up their limited resources Meaning they do less monk stuff in later fights if no short rest.
Now they have ONE attempt, and it lasts till the start of the monk's next turn, so they only get to take advantage of this if they make it on first try. Please return it to till end of next turn. you already made it once per turn.
My thought is;
Spend one point and if the target failed their save, they are dazed. (Cost was one of their attacks that had to hit and 1 resource point)
Spend two points and target makes the save at disadvantage and if they make the save then no effect.
