Let's say I were to make a spell that allows to caster to temporarily change their voice. Should it be a cantrip or a 1st-level spell? I'm leaning more towards cantrip.
As long as it's not letting them mimic the voice of a specific person, then it could be a cantrip. Look at existing cantrips like Minor Illusion, which when you think about it, can already do what you are trying to achieve?

Thaumaturgy allows some voice effects. Minor Illusion can create a voice or of nothing. So yeah probably a cantrip.
