Are you talking about a character you made using this website? If so in the character editor tool, there is a place in the "class" section to adjust the level up or down.
As far as dice go, the game was originally and still often is played offline and uses physical dice. So many of the people who have experience with that play like the dice roll.
The most common die used in D&D is d20 (a twenty sided die) which is used for all kinds of things, like: skill checks, attack rolls, saving throws, etc. The other dice: 4-sided, 6-sided, 8-sided, 10-sided, 12-sided (known by the shorthand of d4, d6, d8, d10, d12 respectively) are generally used for determining the damage from attacks and spells, healing, etc. You can get all this information in the free Basic Rules here on the site.
I'm really new to all this so bare with me but my character is level 17 and was wondering how it got to that level and how to level it up more?
Other thing is what are the dice actually used for and is there a purpose?
