Annette Birkin- the Wife of William Birkin, she is being relentlessly hunted by the creature her husband has become.
Patrick Brady- An employee of the Raccoon Zoo. He is trying to deal with the infected animals.
Billy Coen- An ex-military wrongfully accused of committing a warcrime. He has escaped authorities so far and is now in hiding at Stoneville.
Lisa Trevor- One of Umbrella's many victims, the G-virus was created in her body. 20 years of being a test subject has driven her insane. She now lurks in the Arklay Mountains near the Spencer Mansion.
Al Lester- An elderly man obsessed with his deceased wife Dorothy. He has an alternate identity as the serial killer known as The Axe Man searching for victims to feed to a T-virus infected plant growing in the abandoned hospital in the Arklay Mountains that he believes to be the reincarnation of his late wife.

The Saint Michael Clock Tower is a major landmark near Raccoon General Hospital and Raccoon Park. The Raccoon Zoo is filled with infected animals. The city sewers are infested with infected rats, cockroaches, leeches and much worse things.
Stoneville- A small village northwest of Raccoon City in the Arklay Mountains and home to the Arklay County Sheriff's Department. It's economy is primarily built around it's lumber yard and sawmill. A nearby lake makes it an adequate fishing spot.

Raccoon City Police Department- (also known as R.P.D. for short) The local law enforcement are struggling to deal with the outbreak and saving as many people as they can.
Umbrella Security Service- (also known as the U.S.S. for short) They are tasked with eliminating any damning evidence of Umbrella's involvement in the outbreak and killing potential witnesses.
Spec Ops Field Unit- A Special Forces unit of the United States Army. Their goals are to rescue anyone deemed important, collect any evidence instigating Umbrella's involvement in the outbreak and the annihilation of any Umbrella Security Service forces on sight.
Minor Organizations:
S.T.A.R.S.- (short for Special Tactics and Rescue Service) An elite special forces division of the R.P.D. recruited from ex-military personnel and academic experts to deal with anti-terrorism and potent urban crime scenarios as well as other emergencies.
Delta Team- An elite squad of covert operators employed by the U.S.S.
Echo Six- An elite squad in the Special Forces branch of the United States Army. Each member was recruited for their exceptional skills in a variety of fields.
Alternative Darklord:
Chief Brian Irons- The Chief of the Raccoon City Police Department he is a psychopath obsessed with taxidermy. He helped cover up Umbrella's inhumane experiments which led to the outbreak.
Torment: He is doomed to watch the outbreak occur again and again.
1) There's already a zombie apocalypse DoD (Falkvonia), so you could probably use that as a starting point for the mechanics of an endless horde.
2) Rather than Wesker as your Darklord, I'd pick someone more tragic like William Birkin. Wesker works better as an active Van Helsing type who starts out aiding the PCs only to suddenly betray them. (Every good zombie story needs a betrayal 😛)
Falkovnia in previous editions was a Fascist Dystopia ruled by a Vlad the Impaler knockoff. I feel that a Domain based on Arklay County could be a mix of Disaster Horror with Gothic Horror. Maybe some of the Occult Detective genre?
The franchise of RE has got a lot of places, characters and monsters. There are other zones besides Racoon City
I would bet Hasbro dreams to can use Ravenloft for collabs or crossovers with horror IPs but here the key is technology and the firearms can break the power balance.
Resident Evil Village may not be classic Resi but it feels exactly like a Domain of Dread. You’ve got a Dark Lord everyone lives in fear of and worships, four uber powerful boss monsters and endless horror minions
I think that this Domain could use a T-virus Zombie variant instead of normal zombie npcs. There could also be some other zombie variants from the various games like Crimson Heads from the remake, Green Zombies from Outbreak File 2, and the Poison Zombies and Pale Heads from the RE2 remake could work. There's also of course the various infected animals like the rats, both versions of the leeches and the cockroaches. Then there's the B.O.W.s such as the Hunters, Tyrants, Lickers and the Nemesis Beta parasite from Operation Raccoon City. Lastly there's the ever present threat of infection whether via wounds inflicted by infected creatures or from the infected water supply.
Resident Evil Village would pass nicely as a DnD setting i think. I can imagine the bosses as some interesting DnD monsters. And you could have the whole domain controlled by Mother Miranda.
The whole Dimitrescu Castle alone Is very Ravenloft-style, and You could play around with the idea that some monsters that can be only killed with cold damage, which is interesting.

I guess You could make a lot of fun stuff depending how much "inspiration" You would would take from the games. You could definitely make some cool homebrew monsters inspired from Lickers, Nemesis etc. I just wouldn't try to recreate the whole Racoon City as DnD setting.
Well, I just thought that the idea of a domain from the Modern Era would act as a sort of culture shock in the same way that Expedition to the Barrier Peaks would. The Party would be utterly mystified by the advanced technology while dealing with freakish monsters. Also, somebody already suggested Village.
Domains of dread with modern technology could be possible. A couple of examples as source of inspiration could be the teleserie "From" and the just released "Silent Hill f". The domain can't be only a zombie apocalypse because the new Falkovnia fulls that role.
And let's remember lots of times the firearms are useless against supernatural monsters in the horror movies. Other times firearms can hurt the monsters but they are too noisy and this could attrack more near "predators". And even with firearms you need not only ammos but also brushes to clean the corrosion, along with degreaser and lubricants for a right maintenance.
Some players could invent low-level spells against firearms, for example creation of ectoplasm to block enemy canons, or illusory mist working like smoke grenades. Swarms could be summoned against shooters.
Besides the limited ammo there's the risk of infection I mentioned earlier and pairing that with the limited ammo means you have to avoid combat with the infected as much as possible. You could use Lesser Restoration or an Anti-Virus to cure infection but the Anti-Virus is rare so be careful not to waste the Lesser Restoration spell. Also, don't drink water from the domain that isn't bottled it's probably infected.

The Fog Cloud spell can work like an equivalent to a smoke grenade. Also, yes ammo can be limited.
There's also the fact that there's already rules for Smoke Grenades in the Dungeon Master's Guide.
