So I have a character made but I want ti change to proficiency from perception to animal handler but I can’t figure out how. Do I have to make a whole new character or something?
Are you asking how to change it by the game rules so you can ask your DM, or have you already gotten permission from your DM and you're asking how to do it in DnDBeyond?
If the former, the rules for retraining a skill are in Tasha's (TCoE pg 8). If the latter, at the top left of your sheet under is a button that says "Manage", selecting that will take you to a menu where you can "Manage Character & Levels" which will take you to the same screens you used when you created your character; use those to swap out your proficiencies.
Tool and language proficiencies have the greatest accessibility. You can learn those in a Downtime period(it's listed under Training in XGtE, page 134).
New skills aren't so easy. If you aren't multiclassing or taking https://vshare****/ a Feat like Skilled, Prodigy, or Skill Expert, there are few ways to gain a new skill proficiency. But the Academy example Patron in TCoE offers the added benefit of being able to train a single Intelligence skill while doing Training in the faction.
