I am trying to build an encounter on D&D Beyond but I can't seem to find a Half-Orc to add to the encounter. It seems to me to be a fairly common creature. Why can't I find it?
Because there's no half-orc monster, the same way there's no elf, dwarf, gnome, human, halfling, tiefling, or dragonborn. There are plenty of monsters that can be any humanoid, you should probably just use one of them, and maybe add a couple half-orc features if you'd like.

Basically if you want to use one of the PHB races as an enemy, you just use one of the NPC stat blocks and describe them as whatever race you want. You can also use the racial stats if you wish; the MM claims that won't affect the enemy's CR.
The DMG has a section in chapter 9 on modifying NPC statblocks to fit specific races, and will give you guidance on making a half-orc stat block. Why that isn't in Chapter 4, which is dedicated to building NPC's, I will never understand...

Chapter 4 is mostly about roleplay, and specifically references the relevant mechanical chapters of the DMG and MM for stat blocks, and for “design the NPC like a PC” it rather goes without saying.
It's still the chapter dedicated to NPC's. Splitting it up like that is still a questionable decision.
It’s the chapter dedicated to characters in the narrative sense, not mechanical. It might not be how you’d have done it, but separating narrative and mechanical content is hardly questionable.
It is still questionable, especially when one is looking for guidance for building NPC's and is unable to find it in the chapter dedicated specifically to NPC's, but I digress.

Most of the monsters are by type, not species. So you would just use warrior or necromancer or whatever, and say it’s a half-orc.
