So those monsters like Goblins or Hobgoblins, that use weapons, do they get weapon mastery?
I mean if you think about it they use their weapons just the same as PC's do, so do they or do they not have mastery.
This was one of the things I was looking for for in the new Monster Manual and I got nothing on it? So is there anything official on this? Or does it happen if I let it happen?
I had not thought about evil humanoids and Weapon Masteries, but now that you mention it, I'm curious as well.
Looking at the Mastery Properties section of the 2024 PHB, it states "is usable only by a character who has a feature, such as Weapon Mastery, that unlocks the property for the character".
I have not seen anything that states that Humanoid Monsters couldn't have Mastery Properties, so I'm assuming it will come down to 'it will depend on the DM at the table', but I'm very interested in other's thoughts.

I think the Weapon Masteries is to reflect that the player characters are particularly good with their chosen weapon rather than the "stick them with the pointy end" of goblins. As Enrif says if it's not on the stat block they don't get a mastery property but there's definitely nothing stopping you adding one if you want to beef up a monster
Masteries typically aren't enough damage to affect the CR of anything with a CR of 1+, but are likely to clutter play with minor status effects (already a problem for PC masteries).

If they would use weapon masteries, it would be part of the statblock, like the prone condition of the wolfs bite attack.
For example the Tough Boss has a warhammer attack that pushes.
