Yes, you roll 1d20, +5 to the result, and compare to the target's AC. If equal or higher, it hits, and you do damage.
The damage is 1d6+2. Alternatively, you can just do average damage, which is 5, to speed things up and make things quicker. It's either/or, not both.
Most people roll, in my experience.

Yeah the Hit: 5 is the average of (1d6 + 2), as a long time DM and dice goblin I prefer to just roll them 6's but if you have 6 players, and 20 goblins, sometimes just running the average damage is the best option. You don't want to be the longest turn as a DM, you want to move quickly through combat. So the players can make choices and role play out the challenges you set before them.
I tend to use the average if I'm running a gang of lots of monsters like half a dozen goblins or a pack of wolves, as Gothicshark says the DM needs to keep things moving, but if it's one or two big threats I roll as it gives more variety

Hello! I'm new to DnD, and I struggle with the Monsters Attack.
For example: The Goblin
Scimitar. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 5 slashing damage.
Shortbow. Ranged Weapon Attack: to hit, range 80/320 ft., one target. Hit: 5 piercing damage.
If He attacks with Scimitar, I do 1D20 + 4 ? and if He succed, I Do 5 + 1d6+2 for the damages ? Is it correct ?
