Been reading over the 2024 DMG and the Bastion system, and I had a few ideas that I needed some help building and structuring.
I managed to at least organize a few new homebrew special facilities, including a Hoard and Graveyard/Mausoleum for starters.
The facility I'm having a hard time structuring is a Rookery/Loft, for housing messenger birds. While I initially thought that maybe I could just make it a type of basic facility, I can't help but get the sense that it could be a much more prevalent facility in the larger scheme of things. The problem is, I'm not sure what Order or Order affects should be given to it.
The most I've added to it so far is a basic ability where spending a Long Rest in your Bastion allows you to cast Animal Messenger once within the next 7 days without requiring spell slots or spell components. Other than that, I haven't been able to decern much else.
Generally characters can only issue orders (other than the catch-all Maintain order) to their Bastion while they're actually there. But if the Bastion had a dedicated communications facility like this, maybe the character could have some ability to issue Bastion orders even when they're not there.

Use what you know in reality, then go/add from there. Basically get a better idea, then talk to the DM to strategist how it will work.
For your rookery, what is the capacity you are looking at and is there "competition" for message delivery? Is this the only message station in the town/province etc. or are you a suburb of a big city that has 15 of these type of rookeries?
As a reality base of ideas, consider those TV/Film 1950s/1960s westerns and the stage coach centers they included. They had farms that supplied the food & stables to humanely care for the animals. You need to consider that aspect of how to feed/raise/hatch your animals.
Being a messenger center consider how modern Datacenters and/or internet cafes work for getting messages to people. However, I think the older call centers or even those old Westerns telegraph offices would be a better way to picture how your rookery will work.
Would it be self reliant (earn funding) as the local population can use your rookery to send messages to others? Would your animals travel to actual recipients and return or would they fly to another rookery near the recipient and the service finds the recipient.

I would not allow that one. It removes one of the very few negatives that can affect your Bastion.
