Do I see it right that Lucky got changed in the way that it's can't be used after the role but for determination? You need to chosse before the Role now?

I assume this was done for two main reasons. 1: to be in line with online systems. 2: that rule was irrationality silly anyway.
online it is all auto spakned, it is literally impossible for the player to see the die roll but not yet know the results. I feel fairly sure this change has a bit to do with that online play situation. To bring online inline with 2014 would be more effort than the text only change, and slow the pace down to not auto spank results but make the GM have to "show" results manually all the time after rolls are made. no thanks.
But to be real the "see the roll but not the result" is kind of a dumb rule anyway. Is it post 1st or 2nd round of combat? Well what are the odds no one yet knows the target roll needed to beat AC?
It seemed kind of a dumb rule to start with, becasue it was basically a non situation to have imagined the players are somehow reliably ignorant of that data. So even at the IRL table i did not try to enforce RAW for this, when RAW was clearly irrational. Players just choose when to use it or not, with the assumption they already know the needed roll anyway. I didn't understand why it wasn't always decide to use before rolling. That is just improving your odds to get the luck you need, rather than some kind of agency power to choose to use post roll. It is called luck after all, so why not be a luck improving power rather than a player agency choice power?
In the UA allowed you to gain retroactive advantage, which... was impossible to make sense of if you had disadvantage on the roll (do you remove one of the dice you rolled? If so, which?). However, I suspect they decided a nerf was fine, the 2014 feat was incredibly powerful.
2024 Version is both buffed and nerfed simultaneously!
Buff = you can get up to 6 luck points now (uses scale with Proficiency).
Nerf = you have to declare you are using it prior to the die/dice being rolled! And you can't roll over and over and over until you get the result you want!
I LIKE this change. Makes WAY more sense now!

Yes. Making it still pretty great for rogues to insure sneak attack if no allies are nearby, but not so great for everyone else.
It's much weaker now, but on the flip side, the feat itself is less costly to take being an Origin feat instead of a General feat.

The new version also scales with your Proficiency Bonus instead of being fixed at 3 luck points.
