Basically what the title says. I'm making a non-published Middle Earth sourcebook to share with my friends. I'm trying to make it as similar to actual sourcebooks as possible and am using Ebberon: Rising from the Last War as a guide for the layout. I've already made all the monster stat blocks. Anyone have any tips or useful websites for mapmaking, making flags/emblems, etc.?
For making maps, IMO, your best tools are gonna be Wonderdraft and Dungeondraft (both by the same person). Wonderdraft for world/region maps, Dungeondraft for caves, etc.
Neither of those is ideal for cities... I tend to just use Photoshop for that. You can do city stuff with both but as I say they are not ideal... Worldographer has a City module (or there is an older version called Cityographer).
For flags... I just use Photoshop. For a free equivalent you can use Gimp.

WOTC lies. We know that WOTC lies. WOTC knows that we know that WOTC lies. We know that WOTC knows that we know that WOTC lies. And still they lie.
Because of the above (a paraphrase from Orwell) I no longer post to the forums -- PM me if you need help or anything.
there are tonnes of LOtR resources online if you want maps of cities and stuff

Thanks both of you! But most of the LOtR maps are copyrighted. I might be able to take the map outline though.

Why does it matter that the maps are copyrighted, but not that everything else about it is?

The maps are copyrighted by individual users. Also most maps aren't in 'DnD form'.
