I'm writing a short story and in the story one of the characters is making Spell Scrolls and selling them, that's his form of income.
However, I was thinking if it is possible to only make spell scrolls that only allow parts of the spell, for example, Alter Self allows the caster to choose one of the three options available. Now, could this character create a spell scroll that only does one of those effects, potentially increasing his inventory of spell scrolls for sale.
If it is possible I know he would have to sell it at a lower price, but I was just wondering.
I honestly don't know if there is a mechanism already in place to allow for altered spells in the form of scrolls, but frankly I don't see the harm in it for the purpose of a story or as a homebrewed item for in-game play.
The spell itself isn't very high level, but I could see a cheaper, watered down version like you suggest being something more rapidly available to an early tier party, maybe levels one through four, upon which most spell-casters will have access to the full spell. Higher level spells can have wider ranges of usefulness though.
It's something that could be also useful to new players perhaps, allowing a less complicated version of the spell to be played around with before they reach the point where it becomes available to them in full.
I did something somewhat similar to this in the form of a magic item, where it 's basically a Level 4 spell cast at half-strength, though I did it because the player is new to the system and built a rather muddled character. Essentially, a sorcerer played as a ranger. The magic item was to allow her playstyle to not hinder her usefulness until she became more comfortable and aware of her options.

If anyone helps, thanks for the help.
