My vote is actaully a "no...but" back in the 3e version of dragonlance you could play a Draconian with the ability to "glide" so its not a great stretch of the imagination to port that over to 5e, I'd likely do it like the winged variant of teifling where it replaces one of the dragonborn traits (probably the breath weapon) or maybe as a feat with an armour restriction similar to that of an Aarakocra or limit the ability to fly to be more like the slow fall monk ability.

Flying speeds create a number of problems for DMs - “cross this obstacle” style encounters become meaningless, melee monsters have a hard time targeting them, etc. These are not insurmountable problems, to be sure, but they are still problems, particularly for newer DMs who might not know how to handle flying PCs.
That is all fine for supplemental races, like Aarakocra or variant Tieflings, because it is pretty easy for a DM who does not want a flying player character to say “I do not allow those supplements.” It is a lot harder for the DM to deny players access to something found in the core books—most players acknowledge the DM might limit what supplemental options can be used, but few players are going to be thrilled with “you can’t even play this thing from the base game because I do not like the mechanics.”

Everything always depends on the DM and the game they are running. If a player wants to create a dragonborn with a flying speed and the DM is ok with that, then why not. If the DM says no, then that's ok too.
No, they would be way to op if they was winged. You can create a draconian though which has wings but no breath weapon. Maybe make it a choice. Wings of breath weapon.
People already hate winged tieflings and almost always ban them from games. Not sure why dragonborn with wings would be any different.

I have one species capable of flight available for PCs (basically a big pixie). I wouldn't allow Dragonborn to have flight because, well, I wouldn't allow dragonborn. or Draconian.
I would allow winged tieflings, , even though the equivalent isn't possible at this time. A lot of it depends on the worldsetting.

I prefer the design concept of the Dragonborn not having permanent wings; I like them having a traditional humanoid form. They also have good features now and do not need additional features to make the playable.
Winged creatures should have to take additional detriments/concessions to their character. I know the game places armor restrictions but I feel the game should add additional rules with restrictions to winged characters.

Dragonborn does not mean dragon. They already have a breath weapon. You don't get EVERY trait of an actual dragon just because it's in your name.

They're getting temporary flight in the 2024 PHB, that's fine by me:
I don't think any core race needs permanent flight, let new DMs and players get comfortable with 2D first.
