It can be done, but it will take some serious investment and time. You'll want to go both College of Lore and Pact of the Tome. Resistance, Spare the Dying, and Thorn Whip you'll have to grab with the Pact of the Tome boon when you hit Warlock level 3. Wrathful Smite, Command, Ensnaring Strike, Inflict Wounds will have to be picked up by Additional Magical Secrets at Bard level 6, though you can only get two of them.
Hmm .. come to think of it, maybe it can't be done. That's too many out of class spells. A College of Lore bard ends up being able to take a total of 6 spells from other classes and that's only if you go to level 18, which you can't if you also want the Pact of the Tome from Warlock 3.

The issue is you want 36 spells on the character with warlock and bard (spells known classes) as the main components. It'll be easier if you go hexblade instead of fiend because that has access to smites so secrets can cover other wants, lets you use CHA for weapons or spells, and gives moderate armor / shield proficiencies. Then take the hit on giving up some of those spells.
Variant human, war caster bonus feat. Start 1st level as hexblade for the curse and hex warrior abilities. I would probably level up warlock to get to tome and rituals then focus on bard to get expertise and secrets asap after that. End up with 10 levels in each.
That gives you 4 warlock cantrips, 4 bard cantrips, and 3 cantrips from any class. That covers green-flame blade, booming blade, minor illusion, light, mage hand, vicious mockery, message, prestidigitation, resistance, spare the dying, and thorn whip. Cantrips are easy but you might change spare the dying for guidance or sword burst, or eldritch blast for range. Your spells don't have a healer vibe. You also might consider friends as a cantrip instead of charm person as a spell.
That gives 16 CHA and 14 DEX to fill in your combat stat and AC. Con of 14 if you want 10 everything else but can be 16 if you don't mind a couple 8's.
You end up with access to 10 warlock spells with the hexblade expanded list for selection: wrathful smite, charm person, branding smite, misty step, counter spell, remove curse, staggering smite, charm monster, banishing smite, hold monster
You end up with 12 bard spells before secrets: dissonant whispers, sleep, blindness / deafness, enhance ability, calm emotions, bestow curse, nondetection, greater invisibility, hallucinatory terrain, dream, mislead, dominate person
Magical secrets: command, alter self, blinding smite, steel wind strike.
Invocations: misty visions, devil's sight, book of ancient secrets, beguiling whispers, and maybe aspect of the moon. Misty visions lets you cast silent image at will so no point learing the spell.
That gives you 27 of the 36 spells, and all the cantrips (and more). I left off hold person because it's redundant with hold monster, and you can swap out what you prefer but getting everything on your list is challenging. There's also still some redundancy because you don't need blinding smite and blindness/deafness. It's a start for where you might want to take it.
I tried making the character like they want but I was honestly only ever able to get the majority of the cantrips, 1st level, and some of the 2nd level spells. Better off just doing just a bard to be honest. The Warlock feels unnecessary and tacked on as the full potential of the boon isn't use much. 4 levels in warlock and 16 bard is what I did.
Look i fixed alot of the bugs i knew i didn't need all the flavors of smite the list was suggested to me by a friend who runs alot of homebrew i wanna make the list work for a bard lock charlatan may also go custom background instead. race elf sub spring eladrin it has the best personality for what i want. I know i want lore Brad the variation of warlock i am learning to is fiend but I'm up for ideas. Stats in order of high to low using point buy CHA WIS DEX INT CON STR I'm fine with con an str being low because i want this character to talk first fight second and if he does fight charm his way out like tulio an miguel from road to Eldorado

Magic Initiate Feat with the designated spell list.
It basically will grant you access to the spell lists of other classes however you may only get two cantrip spells.
You'll have to either roll decent stats or use point buy. However thats up to your dm's discression.
As it is a feat you'll be sacrificing ASI's ( Ability Score Improvements. )
