RAW, no. But if your DM says you can have a scorpion then you can. However, a scorpion is Tiny and a Giant Scorpion is Large, so it would have to be under 3 simultaneous castings of Enlarge to get from Tiny->Small->Medium->Large.
I think they're talking about the Giant Insect spell - and I believe RAW they are absolutely able to do that. But why would you? Familiar's can't attack so making it a Giant Scorpion would just make a giant version of your familiar that still can't attack. It's only use would be intimidation.
Considering you're using a 4th level (and concentration) spell, I'd allow the familiar to attack while under the spell. The familiar basically serves as material component.

The actual Giant scorpion being large might be a bit too much, so maybe some sort of small sized homebrew option? I like the idea of a scorpion the size of a small dog.

If you cast find familiar with pact of the chain and have a scorpion as a familiar can you cast giant insect on it to make it a giant scorpion?

Pact of the Chain gives you access to some pretty powerful familiars, imp and quasit in particular.
As a DM, I would probably allow a substitution for something equivalent. Like a fiendish giant spider or giant wasp,

One of the best things about 4e was enlarging your flaming skull or gelatinous cube familiar and riding around on it like a badass.
