I've made a custom item called "Sack (empty)" to put into a backpack or whatever. But you can't nest a container within another container. You could add a Note on a Sack containing stuff telling if it's within something else.

I tried to change the "Weight Override" and "Cost Override" values in the Customize menu, but it will not allow fractional values, i.e. 0.5 (Weight) & 0.1 (Cost).

Such a thing is not implemented for custom items. You can either find an official item with the weight you need and just customise the title to "just for weight", or just customise the title of the custom item to include the weight in it as a visual reference since the 0.5 or whatever is not likely to make you unencumbered.

Click on the item, in the mini menu there is a drop down titled Customize, you can change weight and value there
