He's a herald, but he's still a Great Old One. I think a mix of the aboleth and the kraken, but turned up to 11.
Cthulhu IS in D&D. Look up the Great Old One's Warlock. But no one will create a stat block for it, just like no one creates a stat block for any god. Putting such an entity in your game takes great care and hand-waving by the DM.

Cthulhu isn't a god, but he's on the god-tier when it comes to power level. Mortals can't fight Cthulhu, just flee and pray they survive.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
My recommendation would be to check out the Cthulhu Mythos books
