I was looking through the different modifiers for magic items and I noticed the modifier type "stacking bonus". I was wondering what it means, I can't seem to figure out what it does.
It would probably have something to do with whether multiple bonuses of the same type stack. Like if you have a cloak of protection and a ring of protection do the bonuses stack (meaning you get +2 to AC and saving throws) or do they not stack (meaning you get +1 to AC and saving throws from one of the items, but not the other).
NOTE - I'm just using these as an example - I can't actually recall if those particular items do or don't stack at the moment...

Bonuses stack when they are from differently named sources even if the bonuses are the same (this is why the Cloak is uncommon and the ring is Rare despite them doing the same thing: so it takes longer and less likely to have both at once).
I imagine stackable bonus is to override the limitation so that bonus will stack with anything, even if named the same. However, I have not played with this much so this is a guess on my part.

Stacking Bonus allows you to increase an ability score over 20.
Is that how it works with magic items? When I tried it out, it doesn't do that. If you have the item's modifier as "Bonus-Dexterity Score" "+2", then it adds +2 to your Dex score (to a max of 20). If you were already at 20 and then you equip that item, it keeps you score at 20, but if you click on your score on the character sheet and change it with the "other modifier" option by "-1" it brings your score down to 19, ignoring the +2 from the item entirely. not sure if this is a supposed to happen or not.

I'm guessing that the normal item modifier bonus, to ability scores, can't/doesn't raise the score above 20, but the item modifier stacking bonus can/does raise it above 20, though it isn't able to display that its value is greater than 20, it does keep track of how much over 20 you would be.
It feels as though there is something wrong with this.
Figuring out the difference between these to allow an item to increase a stat over 20 would be very helpful, I've been making an item for my party that they'll all have which will increase their Strength score by 2, but they all have different strengths, for example one is at 20 and another is at 16.
I don't want to have to make multiple different versions of the same item, retooling each when a character increases their stat, but I have been troubleshooting with each variation, bonus - STR - 2, stacking bonus - STR - 2, and bonus - ability score maximum - set -24. and nothing has been able to break 20. Sometimes even when I set things to above 20, they still cap at 20 even though the set is saying 22.

When in doubt, you can homebrew a copy of a magic item that does what you're wanting to do, like Tome of Clear Thought. Here's what that one adds:

I suppose this means you could make an item that just gives +1 AC, but let them equip three of them for +3 AC if they can find multiple.

You're correct, I was misremembering! My apologies.
The modifier I was confusing this with was Bonus - Ability Score Maximum.
If I have some time today I'll try to do some looking into the Stacking Bonus and see what I can come up with!
