This is my first post on here and my first time as a DM so go easy on me. The biggest part of this world has to do with things almost like genetic modification plus some necromancy. I'm having trouble figuring out how one of the final bosses would work, mostly the stats and what ways I can balance actions. This boss would be a frankenstein-esq dragon with parts from different dragons melded together with magic. Since different dragons have different stats, should I just average them out or choose the stats of the dragons it's mainly built from?
(I also have an upcoming quest with a lycan lair and am open to advice on how I should have that play out so the party doesn't get instantly murked. Thanks!)
I agree with the above post. But as a fellow homebrew dm let me give you great advice
Start with a base for a new monster. You said frankenstein dragon, A good start would be something like a dracolich. Then add what you want and take away what you don't want.
As for your lycanthrop guy. Depending on what type you have will depend on how its played
A wererat is not as strong as a werewolf for example, but they tend to be more nimble and work well in small groups (2-3). So hit and run with wererats would work well. look at the stats and go from there

As the DM, do whatever makes the most compelling story and justify it later.
If you want to highlight the necromantic quality, then consider giving it something entirely new.
If you want to highlight the draconic aspects, then maybe give it an unpredictable breath weapon. Like a more chaotic Tiamat.
The monster could alternatively just be a brute. A golem that simply looks like a dragon.
New creations can be less, equal to, or more than the sum of their parts. You make the rules.
