Feature needed: create a homebrew item (non magical). Especially a homebrew weapon. Previous versions of D&D had many interesting and flavorful weapons that are gone from 5e. for example, the spiked chain. If I could even just take a whip and make its damage piercing I'd be happier than I currently am.
Just because it is homebrewing a 'magic item' it does not mean you need to make it magical. Go to the homebrew. Enter Whip +1 and use it to create your template, scroll down to modifiers edit the +1 bonus to hit by switching the modifier type to replace damage type. Select piercing. Remove the 1 in the fixed value. It should be good to go other than slight clean up of the name and details. Don't forget to save everything after you are done.
I found where you can change the item's weight, but is there a way to change the item's cost without having to customize it in every character's inventory?
Not that I'm aware of. I assume that's because magic Item prices are left to the DM to determine and the Homebrew system is for magic items, not mundane ones.

You can make a whip with piercing damage, just add a Modifier --> Replace Damage Type --> Piercing.
