1: Think more about "dreams." Elves have a trait called trance that allows them to meditate for 4 hours instead of sleep. Maybe whenever you take a long rest in the form of trance, you gain a benefit related to abjuration or divination. It will make the original trait much more interesting, and creates a much more mystical feel. Take a look at Dream and change a few words around to make the ability more roleplay based. They might be able to talk to other people, but not change the world or do damage. In addition, you could also look at the Kalashtar race for traits.
2: Consecrate is weird, highly situational, and underpowered. It has no real connection to the "dream" theme, and seems to only exist to fulfill a PC. Psychic damage makes more sense, but Damage shouldn't be your priority if you want to create a mystical vibe.
what i was going for was a more monster hunter theme and the only reason i made it called a dream elf was because in my world there is a group of monster hunter elves called the dreamers and the reason consecrate does one damage was so its not to op if your playing something like a paladin with divine smites
but your right if its called a dream elf it should have a rp ability rather then a combat one so thanks for the feed back

you gain a plus 1 charisma
monster hunter weapon training
you gain proficiency in spiked gauntlets, whips, longbows, longswords, and darts.
dream magic
at 3rd level you learn silence
at 5th level you learn magic circle
when you cast any spell with this trait, you cant use this trait again until you finish a long rest
consecrate
you touch a weapon within 5 feet of you and consecrate it, any fiend hit with the weapon takes an extra 1 radiant damage
when you use this ability again on another weapon the previous weapon stops being consecrated.

The spells are good. Protection from evil and good is appropriate, Silence can be switched for Augury, Magic circle works.
