I wanted to make an Aasimar who was sent by gods to track down certain enemy type (the favored enemy, probably fiends of monstrosities). Like a celestial bounty hunter.
I will take Protector Aasimar for wis, but the lack of racial dex is unpleasant. Is starting with dex of 15 viable?
Are you allowed to use Tasha's Cauldron of Everything's floating ASI rules?
You can move the Cha to Dex that way. Alternatively, the new Aasimar variant from Monsters of the Multiverse has floating ASI's RAW. Though you won't find that variant on DnD Beyond until May.
An extra-planar tracker screams Horizon Walker to me, if you're undecided about your subclass yet. Alternatively, if their whole mission is hunting monsters, then Monster Slayer has some mechanical features that will let you more easily deal with your quarry. Finally, if you're stuck with Cha, you can lean into it with a Fey Wanderer. Pump Wis and Cha for downright disgusting Charisma skills and take the Druidic Warrior Fighting Style for Shillelagh (and Guidance!) and wield a quarterstaff as your main weapon.
15 Dex isn't ideal for your character, but it's manageable until you get to level 4. I recommend taking a half-feat to get your Dex to 16. My go-to is Skill Expert, personally.

15 to start is fine. Even as your primary attack stat. A +1 equals like a 5% difference.
yes, a 15 to start is viable. As pointed out, it's a 5% difference. People cried about having stats lower than 16 to start, but it's not bad by any means.

Having high wisdom means you can focus on save spells more than other rangers.
Knowledge checks will probably be more important for this character. Take favored enemy over favored foe. Consider a + 1 or more to int. Use knowledge to look for ways to leverage combat. Buy smart equipment for creatures with unique interactions. Holy water. Acid. fire vials.
