The game is balanced around combat, relying on players and DMs to balance non-combat encounters. Very few skills have any meaningful effect on combat and those that do are somewhat outside a rogue's area of expertise unless you go out of your way to focus on them.
Rogues make up for their expertise by the loss of other features. Rogues are generally not consider to be considerably broken or considerably underpowered.

Why do the ability scores matter? Your class doesn't give you better ability scores than others, unless you're a fighter.

Though this can vary by build, most rogues are very very DEX optimized. One of the more (the most?) SAD classes.
(but like other posters have said, all those skill proficiencies and expertises are generally just fine.)
Fighters and Rogues both get additional ASIs/Feats.
