I'm playing a campaign as a Drow Rogue w/ a Soulknife archetype. Reaching lvl 4 I'm weighing all of my options in terms of deciding between a feat or ability score increase. If I choose an increase, I'll bump my Dex 1 so I can hit a +4 and then I can bump up either my Wis or Cha 1 to get a +2. Alternatively, I've been looking at feats an leaning towards Shadow Touched (although a party member has the ability to turn me invisible if needed), Resilient (for a Con proficiency), or Drow High Magic bc why not.
Anyone with more experience - specifically with a Soulknife Rogue - have any strong feelings for any of these options or a different one completely?

Uh... what? What's your statline? It doesn't sound like it's what it should be, if you have three odd numbers in it and used standard array or point buy so we can make assumptions. You need to give us info for us to give good advice.
I'll generically suggest Elven Accuracy, but I'm not willing to stand by that without knowing more.
I generally try to get my main stat to a +4 mod as quickly as possible, especially when it's Dex. Maxing it to 20 I'm generally willing to wait a bit for, especially if I manage to obtain a magic weapon with a +X bonus to attacks.

Fey Touched will let you learn Hex, which both buffs your damage and makes it harder for the target to see you if you pick Wisdom, which you almost always will - what spell would you grab with Shadow Touched that can compete with that?
Before you go looking, Hunter's Mark is also Fey Touched.
As quindraco mentioned, elven accuracy is pretty great if you are able to get advantage with regularity. I have a rogue with a wolf totem barbarian in my party that gives me advantage nearly all the time. Elven accuracy means that I very rarely miss while also getting to fish for critical hits for that double sneak attack damage. Since it sounds like you are 1 away from 18 dex, the +1 from elven accuracy would top that off as well. So if you have a reliable way to get advantage (even if just frequently using steady aim from Tasha's), it is definitely worth considering.
As others have mentioned, Fey Touched might have some better options with spells. Depending on how long you plan to play this character, your eventual ability at level 9 with psychic teleportation might have a lot of crossover with misty step, but you'd have to wait 5 levels to get there (during which time misty step also would be pretty handy if you find yourself in a bad situation). And if you already have a party member that can turn you invisible, Shadow Touched may not be as useful. Resilient (con) would be useful later on if you keep going with the character, but I'd take something more impactful early on and then get resilient later in the campaign if you go that far.
The thing about invisibility in General is more invisibility is almost always a good thing. Either more party members can be turned invisible. You can attack and then go invisible again. You can go invisible when that party member can't make you invisible or things like that. General invisibility is easily broken and there are only a few forms of it where it doesn't have breaking conditions that regularly get violated by anything that isn't purely a healer or a buffer. Invisibility also often has a rather short time limit so there are plenty of times that it gets you in. But it can't get you back out or things like that. So being able to cast invisibility yourself can take care of that.

Sorry, I was basing my question off of what I'd read in other forums where I saw people talk more about how feats paired with certain race and class modifiers abilities than chosen stats.
I'm looking at: STR - 8 DEX - 17 CON - 10 INT - 14 WIS - 13 CHA - 13

Great feedback, thank you (from everyone honestly, but this in particular). Gave me a lot to consider but also narrowed things down for me considerably. At this point I'm debating between Elven Accuracy and an ability score increase depending on whether or not my DM will approve my request to use Steady Aim in this campaign (we missed it completely as an option when I hit 3).
If you are able to get advantage a signiicant proportion of the time (eg by hiding) then elven accuracy is worth considering. Get your dex up to +4 and increase your lokelihood to hit and (especially) crit. Critting your sneak attack does a LOT of damage.
